Ncs314-6 v3.3 tubes lighting up erratically and function does nothing.

Hello , I got a ncs314-6 v3.3 board for Xmas with the tubes already soldered. I purchased the acrylic case and the audrino mega board and your power cord . When I plug it in it seems like only half the colors light up and the number test on the bulbs is very cloudy. Then it proceeds to basically shut off each light on its own like a candle burning out. None of the buttons do anything but beep. Do I need to install a firmware still or what else do I have to do to make this a functioning clock . Thank you for your response.
